Items which must not be carried on flights, trial lessons or pleasure flights, will be listed in the front of the temporary membership book and in the relevant section of the flying orders.


All items which are retained before the flight must be kept in a secure place, and returned after the flight.

1. Introduction

This Flying Order Book has been put together to keep pilots and Students conforming to a standard. All rules confirm to both official and company policies, all pilots and students must adhere to these rules.

Please take your time to read through, understand and familiarise yourself with this book.

Please sign and date the form at the back of this book after reading and refer often to re-familiarise yourself with the aforementioned rules in the future.

Flying Order Book

1.1 Applicability

Pilots and students of Southern Flying Centre/LimaDelta Aviation Limited MUST read this Order Book and sign to the effect that they have read and understood the orders in it. He/She must also read and sign any additional orders as and when they are republished.

The orders are compiled from operating experience for the safety and convenience of members and pilots but do not relieve pilots of their responsibility to comply with the Air Navigating Order, the Rules of the Air and Air Traffic Control.

Remember, any pilot who has not signed this order Book may not be authorised to fly.

Updates will be indicated by an update sheet at the back of this book.

However, members are strongly advised to refer to this book more frequently to keep orders well in mind.

1.2  Compliance

No member or employee of Southern Flying Centre/LimaDelta Aviation Limited shall be absolved from compliance with these Orders or any relevant notices or regulatinos because of ignorancce of their existence content or effect.

All members or employees of Southern Flying Centre/LimaDelta Aviation Limited will indicate their knowledge of the contents of these Orders by signing the signature sheet at the end of this section prior to first flying a Southern Flying Centre/LimaDelta Aviation Limited aircraft solo, and thereafter by signing annually or whenever any amendment is introduced whichever is the sooner.

1.3 Amendments

With the exception of Appendix A no amendments to these Orders shall be made by manuscript changes. All amendments are to be made by re-issuing the relevant page(s) and by re-issuing the Check List of pages.

The Check List of pages shall re re-issued annually, or whenever any amendment ismade to any of these orders. The Check List of pages shall be signed by the Chief Flying Instructor to indicate that it reflects the current revision status of these Orders.

1.4 Phraseology

Throughout these Orders where the male pronouns he, him and this are used, they should be read as he/she and his/hers. The use of the male pronouns is intended to make the text less cumbersom.

Part 1 – Training Orders
Part 1A Private Pilot Licence, night qualifications and IMC rating
Section 1 – General

1  Aim of Course

PPL

The objective of the course is to give the candidate a sound theoretical knowledge of singl-engine piston aircraft operation and to teach the skills necessary for the safe and competent operation of such aircraft by day and night (optional)

IMC

The objective of the Course is to give the candidate a sound theoretical knowledge of flight by sole reference to instruments to enable flight in accordance with the IFR and to enable a safe approach and landing to be made to an aerodrome using two different instrument procedures with a minimum cloud-base of 600 feet and a minimum in-flight visibility below cloud of 1800 metres.

2  Course Entry Requirements

  PPL

Candidates shall be over the age of 16 years when commencing the course

Candidates shall hold a valid Class 2 Medical Certificate

Candidates shall be able to speak and read using the English Language.

IMC Rating

Candidates shall hold a valid PPL with FRTOL and have completed a minimum of 10 hours as PIC of aeroplances since PPL application, of which 5 hours shall be on X-country flights.

3  Syllabus

PPL  

The Syllabus to be followed for the PPL and Night Qualification is the AOPA JAR-FCL Private Pilot Licence Course.

IMC Rating

The Syllabus to be followed is the AOPA IMC Rating Course.

Candidates who held a Night rating prior to 1 July 1999 may be eligible to be credited with 3 hours of flight by sole reference to instruments whiere there is log book evidence of completion of 3 hours duel IF instructions associated with the Night Rating. There is no credit for holders of a Night Qualification.

Section 2 – Training Programnme

1 PPL  

The PPL course shall be confined to a maximum of 100 students at any one time. Not more than 4-6 full time students and between 25-30 part time students or any combination of the two will be trained by any one instructor at the same time. Courses will require a minimum of 21 work days subject to ability and weather.

Flights will normally be arranged to last approximately one hour. Students shall not complete more than 4 flights or 5 hour flying in any one day.

The 25 hours of mandatory flying training shall be preceded by a flight briefing, which will cover all safety and airmanship aspects of the flight, together with a description of the exercise to be flown. The courses includes 10 hours of solo flight of which 5 will be conducted on cross-country routes.

Ground training may be by a combination of private study and instructor briefing.

The Night Qualification requires an additional 5 hours flying training at night to include.

•  3 hours dual instruction including 1 hour night navigation

•  Solo circuits including 5 take-offs and landings to a full stop

•  The Night Qualification may be conducted with the PPL course or as a separate course.

2  IMC Rating  

The IMC rating course shall be confined to a maximum of 50 students. Not more than 4 – 6 full time and between 15 – 20 part time students will be trained by any one instructor at the same time. Courses will require a minimum of 10 working days.

Flights will normally be arranged to last approaximately one hour. Students shall not complete more than 4 flights or 4 hours flying in any one day.

The 15 hours of mandatory flying training shall include 12 hours of flight by sole reference to instruments. Flights shall be preveded by a flight briefing, which will cover all safety and airmanship aspects of the flight, together with a description of the exercise flown. There is no solo flight.

Section 3 – Training Records

Training records are to be maintained by the HT/CFI and retained in the Instructors cabinet. Records are confidential but may be viewed at any time by the student, who is encouraged to acknowledge any below average assessment by signing the training record.

Attendance records will not be required.

Training records shall contain the following entries:

•  Personal details to include:

•  Name, address, contact number, CAA ref No (if known), details of medial class and expiry date and previous flying experience.

•  Date, nature of taining – ground/flight

•  Flight Exercise Number

•  Aircraft Registration or Type

•  Hours flown, with cumulative hours and ground school hours.

•  Instructors name

•  Comments on student performance and progress

Copies of traning record forms are at Appendices A and B.

The Head of Training is to monitor all training records. Student logbooks are to be completed at the end of each flight and the course and certified correct for the course.

All records are to be checked at a minimum of 6 month intervals.

Section 4 – Test and Examinations

1  PPL  

Students will not be eligible to take the PPL Skill Test until they have:

Completed 25 hours dual instruction in areoplanes

Passed the theoretical examinations in:

  • Air Law & Operational Procedures
  • Human Performance and Planning
  • Navigation
  • Flight Performance and Planning
  • Meterology
  • Aircraft General and Principles of Flight
  • Communications
  • Completed 10 hours solo flight, 5 hours shall be navigation exercises including a 150nm X-Country flight landing at two aerodromes in the course of one day.
  • Received the recommendation of the course instructor.

Where the candidate has 10 hours credit for flight in other flying machines a maximum of 5 hours may be credited towards the 25 hours dual training , the remaining 5 hours may count towards the 45 hour experience requirement.

On completion of all training, candidates shall take the PPL Skill Test with an examiner authorised conduct tests for the JAR-FCL PPL. The Skill Test may not be conducted by a Flight Examiner who has taken any part in the candidates training. Tests will be conducted by one of theschool examiners. However, candidates may take the test with an examiner of their choice, in which case Southern Flying Centre/LimaDelta Aviation Limited is not responsible for aircraft provision.

Examination papers are to be maintained in the examiners cabinet and secured by lock and key.

The examination papers are provided by the UK CAA.

Candidates who fail an examination are to receive additional ground training before aattempting another examination paper. A second sitting is not to be conducted on the same day.

2 IMC Rating

Students will not be eligible to take the IMC Skill Test until they have:

  • Completed 15 hours of dual instruction in Instrument flying post PPL application. 12 hours shall have been recorded as flight by sole reference to instruments.
  • Passed the IMC ground examinatino in the last 12 months (note. The validity is measured to licence application)
  • Received the recommendation of the course instructor.

On completion of all training, candidates shall take the IMC Skill Test with an examiner authorised to conduct tests for the JAR-FCL PPL and IMC rating. The Skill Test may not be conducted by a Flight Examiner who has taken any part in the candidates training. Test sill be conducted by one of the school examiners however, candidates may take the test with an examiner of their choice, in which case Southern Flying Centre/LimaDelta Aviation Limited is not responsible for aircraft provision.

The theoretical knowledge examination shall be administration by a Flight Examiner on completion of ground training and should be passed prior to flight training.

Examination papers are to be maintained in the examiners cabinet and secured by lock and key.

The examination papers are provided by the UK CAA.

Candidates who fail an examination are to receive additional ground training before attempting another examination paper. A second sitting is not to be conducted on the same day.

Section 5 Training Effectiveness

It is essential that students are not allowed to progress to the more advanced exercises until they have achieved a level of proficiency in the basis exercises. Where necessary, additional training shall be conducted before proceeding to the later exercises. On occasion, it may be appropriate to change instructors.

The changing of instructors shall be by mutual consent between the candidate and the two instructors concerned.

No more than three instructors shall teach the same student.

Training deficiencies comprising of syllabus items missed or repeated mistakes made by a student shall be detailed in the comments section of the training records.

Students may be suspended from training for the following reasons:

  • Failure to comply with FRTO Flying Orders (FOB)
  • Failure to pass the ground examination after 3 attemps (Note. A 4 th attempt may only be made at a CAA regional test centre)
  • If their progress is assessed as unacceptable by at least 2 instructors.
  • Where the candidate's attitude is assessed as being incompatible with the safe operation of aircraft.

Students shall not be suspended without the agreement of the HT/CFI who must first give a verbal warning. Details of which shall be recorded in the training records.

Training records shall be retained for a period of 5 years. Copies of Training Revords may be forwarded to other FTOs if the candidate does not complete the course and receives further training at another FTO.

Section 6 Standards 

1 Individual Responsibilities: 

The Head of Training/Chief Flying Instructor (HT/CFI) is responsible to the School Management for the administration and conduct of the/all Flying Training Courses.

2 Standard Requirements And Procedures

Course Structure and Instructional Methods

The PPL course shall comprise of a minimum of 25 hours of flight training in accordance with the AOPA Syllabus. All exercises are to be conducted in the correct order until the solo phase is completed, thereafter, weather considerations may dictate the order. All flight instructional sorties are to be proceeded by a pre-flight briefing. All student solo navigation flights are to be proceeded by a pre-flight brief and candidates are to brief the instructor on the route prior to the flight. A solo briefing certificate is to be completed for all flights.

Dual check flights shall be arranged to ensure that no more than two solo flights are made between dual checks. No student solo flights shall be made if 5 days has elapsed since the last dual check.

When night flying is included with the PPL course no night exercises shall be flown until all the mandatory PPL training has been completed including EX 19 Instrutment Appreciation. Where necessary additional instrument instruction shall be included to ensure candidate can climb away on instruments and conduct a circuit using instruments and timing.

Night solo circuits shall not be flown until completion of all PPL training.

The IMC Course shall comprise a minimum of 15 hours dual instruction in instrument flight. Up to 3 hours may be credited to holders of a UK Night Rating issued prior to 30 June 1999 provided they have 3 hours dual IF instruction logged since PPL application.

Part 1B – Training Orders – MEP Class Rating
Section 1 – General
1. Aim of Course
The objective of the course is to give the candidate a sound theoretical knowledge of multi-engine piston aircraft operation and to teach the skills necessary for the safe and competent operation of such aircraft. 

2 Course Entry Requirement

Whilst it is possible to complete a course of PPL training on a MEP aeroplane the candidate is required to have 70 hours flight time as pilot in command (PIC) of aeroplanes before attempting the Class Rating Skill Test of a MEP Class or Type rateing. It is therefore assumed that the applicant to an MEP Class rating will be in possession of at least a valid PPL (A) and have 70 hours experience as PIC before commencing the course. There are no solo exercises on the course.

3 Syllabus

The syllabus to be followed is the Southern Clying Centre/LimaDelta Aviation Limited Multi-Engine Piston Class Rating Syllabus (based upon CAP 601).

Section 2 – Training Programme

The course shall be confined to a maximum of 2 students per instructor not more than 4 students will be trained at the same time. Courses will be arranged to suit student availability and will require a minimum of three working days.

Flights will normally be arranged to last 1 ½ hours. Students shall not complete more than 3 flights or 4 ½ hours flying in any one day.

The 7 hours ground training shall be arranged as a series of long briefings combing both the technical elements and pre-flights briefing. Ground training will be integrated with the flying training.

Section 3 – Training Records
Training Records are to be maintained by the CFI and retained in the Instructors cabinet. Records are confidential but may be viewed at any time by the student, who is encouraged to acknowledge any below average assessment by signing the training record.
Attendance records will not be required for MEP training.
Training records shall contain the following entries.
•  Date, nature of training – ground/flight
•  Flight Exercise Number
•  Aircraft Registration
•  Hours flown, with cumulative hours and ground school hours
•  Instructors name
•  Comments on student performance and progress
Copies of Training Records are at Appendices A and B

On completion of all training, candidates shall take the Class Rating Skill Test with an examiner authorised to conduct tests for the MEP Class Rating. Normally tests will be conducted by one of the School Examiners.

The examination papers shall comprise of 50 multiple-choice questions covering the course syllabus. Each question shall have 4 alternative answers. The pass mark is 75%. The questions shall comprise typically, 60% of questions related to MEP operation and 40% related directly to the type of aeroplane used on the course. The intention is that candidates will be well prepared to operate any MEP Class aeroplane.

Examination questions are to be reviewed periodically to determine their overall effectiveness. Instructors are to provide feedback in areas of training where additional questions may be required. Questions repeatedly failed are to be reviewed for relevance and the ground training checked to ensure the relevant material has been covered.

Candidates who fail the examination are to receive additional ground training before attempting another examination paper. A second sitting is not to be conducted on the same day.

 

Section 5 – Training Effectiveness

Because of the short duration of the course it may well take several hours of flying training before it becomes apparent that a student is having difficulty. Where necessary, additional training shall be conducted before proceeding to the later exercises. On occasion, it may be appropriate to change instructors.

The changing of instructors shall be mutual consent between the candidate and the two instructors concerned.

No more than two instructors shall teach the same student.

Training deficiencies comprising of syllabus items missed or repeated mistakes made by a student shall be detailed in the comments section of the training records.

•  Failure to pass the ground examination after 3 attempts

Students shall not be suspended without the agreement of the HT/CFI who must first give a verbal warning. Details of which shall be recorded in the training records.

Training records shall be retained for a period of 5 years. Copies of Trianing Records may be forwarded to other FTO's where the candidate goes for further training.

 

Section 6 – Standards  

1 Responsibilities:  

The Head of Training/Chief Flying Instructor (HT/CFI) is responsible to the club Management for the administration and conduct of the Multi-Engine Piston Training Course. The HT/CFI is responsible for ensuring compliance with the Quality system.

 

2 Standardisation Requirements and Procedures
Course Structure
The mandatory course shall comprise of 7 hours of ground training in the form of lectures or long briefings and 6 hours of flight training. The content of the ground training is given in the Southern Flying Centre/LimaDelta Aviation Limited – Multi Engine Piston Class Rating Syllabus, Chapter 2, the content of flight training, which shall include 3 ½ hours of asymmetric training, is at Chapter 3. The ground flight training shall be integrated and co-ordinated so that the candidate gains the macximum benefit for time spent in the air. On completino of this training and the ground examination, the CFI shall certify that the candidate has completed the course satisfactorily. All requirements stated in this syllabus are to be regarded as a minimum.

Instructional Methods

Either a Flight Instructor (FI) shall conduct flight instruction or a Class Rating Instructor (CRI) holding a valid professional pilots licence with ratings valid for MEP class aeroplanes. The ground instructino shall take the form of long briefings given by the same Flight Instructor. Each flying exercise is to be proceeded by a short briefing followed by a post flight de-briefing and analysis of the students' performance. Where two students are trained together, considerable value may be obtained by flying 1 student as a passenger whilst the other student conducts the briefed exercise. Instructors are to follow the exercise sequence laid down in the Southern Flying Centre/LimaDelta Aviation Limited – Multi Engine Piston Class Rating Syllabus Chapter 3. It is desirable to integrate circuit flying with other air work by conducing 30 minutes circuit training at the end of each exercise. This will also help to eliminate noise complaints

Part 2 – Flying Orders
Section 1 – Authorisation and Documentation
Order No 1 – Air Navigation Order & Rules of the Air
Pilots are to comply with the Air Navigation Order 2000 (ANO), Air Navigation (general) Regulations and the Rules of the Air. In particular, pilots are to read and comply with the ANO:
Articles: 8, 21, 22, 23, 24, 25, 26, 27, 63, 64, 65 and 66
Rules of the Air Rule: 5, 6, 7, 10, 17, 19, 39 and 49
No order or instruction in this order book or any other publication shall override the ANO.

Order No 2 – Flight Authorisation

All flights that take place under the jurisdiction of the Southern Flying Centre/LimaDelta Aviation Limited Instructor. When a flight involves multiple sectors, each sector shall be separately authorised.

Dual Instruction Flights.

The instructor conducting the flight shall self-authorise the flight.

Student Solo Flights

All solo flights made by student pilots are to be authorised by an instructor. The instructor authorising the flight is responsible for ensuring that the student has been fully briefed for the flight. When the instructor is a FI ® or AFI, a FI shall be present.

Flights by Qualified Pilots

Flights by qualified pilots shall be authorised by a Southern Flying Centre/LimaDelta Aviation Limited instructor or operations staff, such authorisation only confirms that the nature of the intended flight is acceptable to Southern Flying Centre/LimaDelta Aviation Limted Ltd.

Pilot Responsibilities

The Pilot in Command is to initial the technical log before flight. This is to signify that the following actions have been performed.

•  Checked suitability of the weather for the proposed flight

•  The aircraft and its equipment is serviceable for the flight, that the Check A has been completed and accordance with the LAMS Schedule

•  There is sufficient time available on the aircraft to complete the flight before the next scheduled maintenance

•  All NOTAMS relevant to the proposed flight have been checked

•  Maps, charts and navigational equipment are availabel

•  All other crew members and passengers have been briefed on possible contingencies affecting the safety of the flight.

 

Part 2 – Section 1
Order No 3 – Technical Log and Authorised Defects
At the conclusion of each flight the brakes off and brakes on time are recorded on the Flight Record Sheet, the Take off and Landing times are to be entered in the aircraft tech log. The number of landings and tough and go's shall also be recorded.
If a defect has arisen and there is any doubt about the serviceability of the aircraft then report the defect to an instructor or operations staff to investigate an action, which if necessary, will include an entry in the aircraft tech log.
All defects are to be checked against the Deferred Defects List (Appendix A). Any defect which does not affect the ariworthiness of the aircraft may be deferred by either an engineer or a Southern Flying Centre/LimaDelta Aviation Limited Instructor. Such defects, in addition to being entered on the technical log, shall also be entered on the Deferred Defects reporting sheet.

 

Part 2 – Section 1
Order NO 4 – Solo Flying Requirements

All pilots shall have demonstrated their compentence to a Southern Flying Centre/LimaDelta Aviation Limited Instructor and have read and signed the Flying Order Book prior to flying solo in a Southern Flying Centre/LimaDelta Aviation Limited aircraft.

Qualified Pilots

A Qualified Pilot who has not flown as Pilot in Command of a Southern Flying Centre/LimaDelta Aviation Limited aircraft within the preceding 28 says will be required to undergo a dual check flight with an instructor. The syllabus of the check will depend on the lapse in flying in accordance with this table:
